HamVention 2003 is in the books. Eventhough the weather was not the
greatest, the annual event was still great. I enjoy meeting and greeting
my friend throughout world every year. However, it was on everyone's
mind whether there would be another "HamVention" (as we know it!). The talk
of it being moved was everywhere. Hopefully, this will not happen. Anyway,
I think the Southwest Ohio DX Association's DX Forum and Dinner were
particularly interesting for DXers this year. The talk by Vice Admiral
Scott Redd U.S. Navy (retired), K0DQ, during the Friday night DX Dinner
Banquet was interesting and enlightening. However, the turn out for the
DX Forum was amazing (the largest I have ever seen). Your editor started
off the forum presenting the "Northern Ohio DX Association's 2002 DXpedition
of the Year" to the VP6DI group. Mike McGirr, K9AJ, accepted the award
on behalf of the group. Wayne Mills, N7NG, followed with an interesting
presentation of the ARRL's "Logbook of The World" (LOTW). The LOTW is
still in the testing stage (possibly for 60 days), however, individuals
can upload their logs now after downloading some software on the ARRL

3DA0, SWAZILAND
Rad/ZS6RAD, Ron/ZS5ABD, Cliff/ZS6BOX and Willie/ZS5WI
will be operating from Ezulwini, Swaziland (Callsign awaiting), from July
29th to August 3rd. They will be joined by Willie/3DA0BD, Andy/3DA0TM and
Nigel/3DA0NG as time permits. Activity will be on all HF bands and on VHF
using all modes including WSJT, between 0300-0700z and from 1400-2200z
daily. They will also be participating in the SARL Phone Contest as a
Multi-Operator station. Activity will end on Sunday afternoon, August 3rd.

4W, EAST TIMOR
Stu Greene, WA2MOE, sent out the following press release on
May 22nd, about the Democratic Republic of Timor Leste:
"4W1BK (JA1BK) and 4W2DN (JR2KDN) will be QRV from Timor Leste from
May 24 to May 29, 2003. QSL information is 4W1BK via WA2MOE and 4W1DN
via JR2KDN. This is a WFWL operation.
The United Nations no longer is in control and independence was won by the East Timorese on May 20, 2002. An application for new entity status will be filed together with an application to delete the former 4W territory as an entity under DXCC rules.
Article 5 of the treaty between Portugal and Indonesia of May 5, 1999, removed East Timor from the list of Non-Self-Governing Territories of the General Assembly and the deletion of the question of East Timor from the agendas of the Security Council and the General Assembly. The treaty, witnessed by the Secretary General of the United Nations, did not make the United Nations the administrator of East Timor but did provide for UN humanitarian assistance. Article 7 requested 'the Secretary-General to maintain an adequate United Nations presence in East Timor.'
The DX Advisory and Awards Committees quite possibly misinterpreted the language of the treaty as conferring status of East Timor as a UN administered territory which in fact was not the case. Only when the referendum authorized by the treaty was held and the East Timorese people declared themselves independent was there a new entity.
The role of UNTAET (UN Transitional Administration in East Timor) was humanitarian and peacekeeping and was not a quasi-government authorized to issue amateur radio licenses. UNTAET did not have the authority to issue amateur radio licenses; it was a peacekeeping mission and only after the referendum was there a Ministry of Communications which does have that authority. If ARRL agrees, the UN sanctioned operations in East Timor would be deleted on the ground that East Timor was not an entity under the rules and a new entity would be created effective 20 May 2002, the date of the creation of the East Timorese state. Democratic Republic of Timor Leste became a UN state on 27 September, 2002. ITU has reassigned 4WA-4WZ to the Democratic Republic of Timor Leste on 23 April, 2003."
ADDED NOTES: Since this press release, there seems to be another operator other than the team of Kan/JA1BK (4W1BK) and Yuu/JR2KDN (4W2DN) who has been active. A station signing 4W3CW has been active on 30/20/15/10 meters CW and was active in the CQ WPX Contest this past weekend. The operator was heard sending QSL via QRZ.com. It seems that the operator is Peter, G3WQU. His length of stay is unknown. Also, no comments or announcements have been made from the DXCC Desk. Hopefully, something may be said by Wayne Mills, N7NG, after the holiday on Monday. Stay tuned.
4W, EAST TIMOR
Thor, TF3MM, is also currently active from here as 4W3DX
and is expected to be there for another week. He is using a rhombic antenna
(leg lengths are 115 meters, up 50 meters beaming EU). Most of his activity
has been on 15 and 20 meters CW. Watch 21008 kHz after 2115z and 14002-14003
kHz between 1130-1800z. QSL via TF3MM. Thor states that he will QSL when he
gets back to TF-land (should be done before Christmas).
5W & KH8, AMERICAN SAMOA AND SAMOA (Update)
Ulli, DL2AH, is heading to the
Pacific Ocean for a holiday between July 2-29th. He plans to be active
as 5W0AH from Samoa, July 3-15th and July 25-29th. He will also be active
from Ofu Island (OC-077), American Samoa (callsign not known yet), July
17-23rd. Activity will be on 40-10 meter SSB only using a FT897 + a GAP
TITAN antenna. He will also be active ib the IOTA Contest.
ANTARCTICA NET
There is a new Antarctica Net every Saturday on 14300 kHz
around 1900z. Net Control is LU4DXU. He is in touch with LU1Z stations.
Last Saturday LU1ZV, the Esperanza Base, was on the air. They expect
DP1POL for next Saturday.
C5, THE GAMBIA
Juha, OH9MM, reports that an international group of
operators will be active as C53M during the CQWW CW Contest as a Multi-2
entry in November. QSL via OH9MM. Look for C56R to be active outside of
the contest.
CANADIAN PREFIXES
Nenad, VE3EXY, informs OPDX to look for a lot of
different Canadian prefixes in the year 2003. He states, "This will be

CN, MOROCCO
Jim, W7EJ, will be active as CN2R during the CQ World Wide
DX SSB Contest (October 25-26th) as a Single-Op/All Band entry. QSL via

The 25th anniversary of Ham Com in Arlington, TX, between Dallas
and Fort Worth, is the southwest's largest ham convention. Ham Com is also
this year's ARRL National Convention and will be held June 20-22th. Listen

Lone Star DX Association (LSDXA) is presenting a world class DX program

HS0, THAILAND
John, W6ZIP, informs OPDX that he will be active as HS0ZEH
from May 31st to June 17th from several locations. Activity will be mainly
on CW on 40-10 meters. There will be some SSB towards the end of his

INTERNATIONAL DX CONVENTION 2004 (Visalia)
The Southern California DX Club
has announced that the 55th Annual International DX Convention will be held
in 2004 at the Holiday Inn Hotel/Conference Center in Visalia on April

IOTA NEWS
AF-NEW. Ivan/OM3CGN, Afif/7X2RO and possibly three other local operators
will activate the Algerian Habbibas Island (a new IOTA in
the Mediterranean Sea Coast West Group) as 7W4HI, June 1-5th.
They will be active on CW/SSB on the usual IOTA frequencies.

AF-019. Look for operators ON6VP, ON4CAQ and ON1AEO to be active as IG9/ON4DST from Calla Madonna, Lampedusa Island, now through May 29th. Activity will be on 80/40/20/15/10 meters SSB only. QSL to ON4DST via the bureau, or direct via ON4AMM: Mary Lou Moons, Oudestraat 9, B-3560 Lummen, Belgium.
AS-155. BV DX Group headed up by Paul, BV4FH, will be back on Liuchiu Yu Island, June 6-8th. Activity will be on CW/SSB, 40-10 meters and the WARC bands. They will use most IOTA frequencies. QSL via BV4YB directly, and a SASE will be much appreciated. They expect to start at 0800z on June 6th and go QRT at 0400z on June 8th.

EU-041. Marco, IK1YED, is expected to be active as IM0/IK1YED/p from Maddalena Island (IIA SS-001) now through May 31st. Activity will be on all HF bands and 6 meter SSB. He also plans to operate from Caprera (also EU-041, SS-005) during the same time frame.
EU-063. Terje's, LA3OHA (and JW3OHA), plans are confirmed for activivty from Prins Karls Forland Island, July 11-25th. Four operators have signed on. However, Terje states that they are still looking for one more operator. More details are forthcoming.
EU-120. The South Bristol ARC will be active as GB2BLE from Lundy Island (WAB SS14 - IO71) during June 28th through July 5th. Activity will be on HF SSB only, 6 meters SSB/FM and 2 meters FM. More details can be found on the Web page at:
EU-125. Operators Karl/LA8DW and Lars/OZ1HPS will activate Fanoe Island (DIA NS-002) from June 5-7th, using the callsign OZ4DI. QSL via OZ1HPS direct or bureau. ADDED NOTE: This callsign will also be used for some other Danish Islands and Lighthouses operations in the future.
EU-125. Siggi, DL1AZZ, will be active as OZ/DL1AZZ from Fanoe Island (DIA NS-02 for the Danish Islands Award), June 7-14th. Activity will be on all HF bands CW/SSB. QSL 100% via bureau.
EU-170. Siggi/DL1AZZ, Lutz/DL3ARK, Mario/DL5ASE and Heiko/DG0OGM plan to visit the Island of Dugi Otok (IOCA CI-018) and the Light- house Veli Rat (CRO-183) between now and May 31st. QSL via their home callsigns, direct or bureau.

J3, GRENADA
Paul, W4/G4BKI, has moved to Grenada and is now J3/G4BKI.
He will be active for 1 year under that callsign until he receives his

JW7, SVALBARD
Look for Tormod "Tom", LA7VK, to operate from Svalbard

LIGHTHOUSE ACTIVITY
Operators Alex/RW6CW, Andy/RK6ABM, Slava/RZ6AER,
Alex/RA6AFB, Vit/RK6ALP and Serge/RK6ADS will be active from the Lighthouse
"Sazalniksky", ERU-174 for ARLHS and RLE-026 for RLHA (Russian Lighthouse
Award), June 6-7th, using the the club callsign RW6AWW/p. Activity is

NATIONAL HURRICANE CENTER'S STATION (Special Activity)
W1AW reports that
the National Hurricane Center's Amateur Radio station WX4NHC (formerly
W4EHW) will conduct its 2003 hurricane season on-the-air station test
Sunday, June 1, 1300-2200 UTC. The event will mark the first time the NHC
uses its new WX4NHC callsign. The purpose of the annual station test is
to check out all of the WX4NHC radio, computer and antenna equipment using
as many modes and frequencies as possible. Look for WX4NHC to operate on
HF, VHF and UHF. Operation will follow this schedule:
1300 UTC--3.911 and 7.268 SSB and VHF/UHF FM
1400 UTC--14.325 MHz SSB, VHF 147.000 repeater/UHF 442.350
repeater
1500 UTC--144.200 MHz SSB, 14.070 MHz PSK31

AH3D QSL CARDS WERE AVAILABLE AT THE HAMVENTION. Vertex Standard (Yaesu) hosted the distribution of the full-color AH3D folded-QSLs at their booth during the Dayton Hamvention. Veteran DXpeditioner Martti Laine, OH2BH, 22-year old severe contester Toni Linden, OH2JTE, and Daily DX Editor, Bernie McClenny, W3UR, were passing out the QSLs during the three day event. If you were not there and sent for your card, you should be receiving your QSL via the snail mail shortly.
Andy, DL4MEH, informs OPDX that he is permanently moving to Trinidad
and Tobago, West Indies. PLEASE DO NOT SEND QSLS TO HIS GERMAN CALLBOOK
ADDRESS ANYMORE!! Wolfgang Utz, DL4MDO, will now handle all of Andy's
DX and Contest operations. This includes the following:

Ron, AC7DX, reports, "I apologize to all that were awaiting LT1F and/or L71F cards. I have been waiting about 3 months for printed cards paid for and purchased from UA3AA. No cards have arrived. In the meantime, I ordered cards from UX5UO which arrived in 2 weeks and all request for L71F and LT1F have been answered. Still awaiting LQ7D cards from UA3AA."
OD5/OK1MU QSL CARDS DELAY. Vrata, OK1KT, reports that on behalf of the operator and his QSL Manager OK1TN, he would like to ask the HAM community for patience with the QSL cards managed via OK QSL bureau. They just received 25,000 QSL cards from printer. Pavel will finish his activities from Lebanon at the end of June, and they will send all QSL cards they get via the bureau after his return. Do not worry please, all QSOs will be confirmed for sure!
Rob, PA5ET, reports that all direct QSLs of the last LLDXT trip to OY have been mailed as of May 17th. He currently has no backlog of direct cards. Rob states he is still receiving direct cards without contribution and/or SASE. These QSLs will be sent via the Bureau. Registered letters with QSLs are NOT collected at the Post Office so contact him by E-mail IN ADVANCE ( pa5et@muurkrant.com ) so he can give you another address. XY1M QSL STATUS (Update). OPDX was asked two weeks ago to find out if anyone has received their QSL cards for Hiroo's operation in Myanmar last November. The answer is "YES", and they received their cards within a couple of weeks. The direct mailing address is: Hiroo Yonezuka, P.O. BOX 2659, Vientiane, Laos. Hiroo warns that no Greenstamps are allowed to be sent to Laos. He only accepts IRCs.
Ralph, K2PF, informs OPDX that he is now the QSL Manager for YI/S53R. By the way, YI/S53R was active on 40 meters CW during the CQ WPX Contest this past weekend.

SILENT KEY
Reports over the past weekend indicate that the ZK1AYL and
ZK1SIM operation from Rarotonga (OC-013) by June/VK4SJ and Doug/VK4BP has
ended in tragedy. Details are sketchy at this time, but it seems Doug was
was killed when a truck hit his motorcycle while still in the South Cook
Islands. OPDX and its readers would like to send out our deepest sympathy
to June, and her family and friends.
SPECIAL EVENTS (French Activity to Commemorate WWI)
* Once again, the Departement de la Manche REF Hams will be using the
special callsign TM6JUN from June 1-9th. Look for several stations to
be active from Utah Beach, one station active from an old bunker (which
was used as the first Allied Signal Corps Center in Normandy as early
as June 8th in 1944), and another from the Landing Museum. Suggested
frequencies are as follows:
CW - 3526, 7026, 14026, 18070, 21026, 24900 and 28026
SSB - 3644, 7074, 14174, 18160, 21174, 24940 and 28574 kHz.
QSL via F5RJM, either direct to CBA (SASE+postage) or via the bureau,

* Michel, F6IPS, will be active as TM6SME from June 6-20th. Activity
will be from his home in the Sainte Mere Eglise area, which was the
first French village liberated in Normandy during the night of June
5th and 6th of 1944, by the American 82nd (American General Gavin and
Brigway) and 101st Airborne Paratroopers (Screaming Eagles, General
Taylor). Activity will be on all HF bands using either CW or SSB.
Michel will begin each operating session on 40 meters CW, and then he
will QSY (bands and/or modes) according to propagation conditions and
requests. Also, Michel will monitor the 6 and 2 meters bands CW/SSB.

SPECIAL EVENT
Members of the North Country DX Association (K7ICE) and
U.S. Islands Awards program (KL7USI) will host special event operations
from the Yukon Territory and Alaska starting November 17th. Look for
VY1/K7ICE to be on before and during ARRL's November Sweepstakes Phone
Contest from near Watson Lake, Yukon. KL7USI will be on from Hyder Island,
Alaska, in celebration of the USI's upcoming 10th anniversary starting
around November 25th (14260 kHz). Look for mobile/portable SSB and PSK-31
operations from KL7JR's motor home (the "Icemobile"- WA license K7ICE)
by WB7RBN and KL7JR (they will be fine tuning their prototype "Ice Stix"
vertical antennas which they hope to market soon)! Listen for them also
on the 3905 Century Club nets on 40 and 75 meters. QSL with SASE to KL7JR
CBA.
SPECIAL EVENT
The members of the Belgium South Flanders DX Group (SF-DX-AG)
will once again activate the callsign F/ON6JUN/P during the festivities
in Ranville to celebrate the 59th anniversary of Europe being liberated
(D-Day). This special event station will be on the air on all major HAM
bands from Wednesday, June 4th to Saturday evening, June 7th. Their QTH
will be from the garden of the "Memorial Pegasus Museum" in Ranville.
Operators will be ON4AFU, ON4LBV, ON4CJV, ON4CLC, ON5SD and ON6BV. QSL via
Victor, ON6BV.
SPECIAL EVENT
Jerome, F5ASD, will be active with the special callsign and
special prefix, "TM5SC", to commemorate the last commercial flight of the
Concorde Aircraft between PARIS and NEW YORK, May 25th through June 8th.
Activity will be on 80-10 meters, satellites (UO-14, AO-27,SO-50 and others)
PSK31 on HF, VHF and UHF. Here are the following suggested frequencies for
TM5SC (+/- 5 kHz or QRM): 3777, 7077, 14140, 18140, 21240, 24940, 28440
and 29330 kHz FM. VHF: 144.277 MHz. UHF: 432.200 MHz. QSL via Manager F5ASD.

T33, BANABA
Bob Voss, N4CD, Public Relation Manager Banaba 2004 DXpedition,
reports the following: "In March or April 2004 an International team of
about 15 well known operators, including most of the award winning Cocos
Island, TI9M, group, will be active from Banaba (T33) for a period of about
12 days. The main emphasis of this DXpedition will be to work Europe on all
bands; especially on the low-bands. The team will use 5 stations around the
clock. When the DX window to Europe is not open, the team will focus on all
other areas of the world. Antennas systems with extreme low radiation angles
have been specially designed by some of the world's foremost antenna experts
to ensure optimum signals into Europe. We will be active from 6-160m in the
modes CW, SSB, RTTY, PSK and some SSTV with linear amplifiers available,
when needed. We have arranged a suitable vessel to bring us and the
equipment safely to and from Banaba, a 2 day trip from Tarawa, Kiribati.
It will be a completely self supporting DXpedition since little of the infrastructure of Banaba is left. All food, water, medical support, radios, antennas and electrical power equipment must be brought in by boat. A T33C license has been issued for the team and the required landing permission on this private owned island has been granted by the responsible Council of Leaders which includes an exclusively permit to stay for the purpose of radio operation to our team between now and the time the DXpedition will take place. In the company of the other islands of Kiribati, Banaba has its own complex history, as well as a unique and beautiful culture that has evolved over many generations. Where it stands apart results from its geographical location and the discovery of phosphate on the Island in the late 19th century. a Mill starting June 7th and the week following. Activity will be on

VK9X, CHRISTMAS ISLAND
Your Editor met Charlie Summers, W0YG, at the
Dayton HamVention, and he told us that he will be active as VK9XG from
October 26th to November 8th this year. Charlie states that he will be
mainly concentrating on the low bands and RTTY. Also, Force 12 is sponsoring
the antennas and Lance Johnson Engineering has supplied the necessary preamp
and terminating resisters to phase a pair of pennants for the USA. He will
not be on 24 hours a day but will do his best to make 160 and 80 meters a
real possibility for Stateside hams. QSL via W0YG, please direct.
VP5, TURKS AND CAICOS ISLANDS
Paolo, IK2QPR, informs OPDX that he will
be active from Providenciales Island (IOTA NA-002) as VP5/IK2QPR from

Danny/M0GMT (aged 19) and Oliver/DJ9AO (aged 21) who are both

XW, LAOS
Champ, E21EIC (aka XW1IC), informs OPDX that he may be on 6
meters very soon from here. Hide, JR5XPG, is shipping a 6 meter 5 element
yagi to Champ's address in Laos. Operating on 6 meters will be new for
Champ because he is not allow to be active on that band in Thailand. He
is expected to be there June 3-23rd (possibly to the 30th).

Remember that the Italian team of operators will be active
