05/22/04 WOW! BLACKOUT II
Originally, this bulletin was to go out
early Friday evening, but thanks to the thunderstorms in north-
east Ohio, I am without power (they say until late Sunday!!!).
It has been pretty frustrating over the last two days with the
thunderstorms, downed trees and breaking branches in the yard,
and a creek which overflowed and dumped into our swimming
pool (the XYL is not too happy). I would really appreciate if
someone could please put this bulletin on the DX Reflectors.

Since there was no bulletin last week because I was in Dayton
for the HamVention, I decided to release this one a few days
earlier. As far as the HamVention goes.... there were NO new
major announcements of upcoming DXpeditions. However, can you
guess what was on everyones mind and what the number one question
was? The answer: When is Scarborough Reef going to be on the air
(followed by VU4 and VU7)? No one seemed to have an answer.
Anyway, I had a great time meeting DXers and Contester over

DXCC COUNTRY/ENTITY REPORT
* PLEASE NOTE: The report "could" contain "Pirate/SLIM" operations or
more likely a "BUSTED CALLSIGN". As always, you never know - "Work
First Worry Later" (WFWL).
4U1UN, UNITED NATIONS HQ
Yes, activity did take place on May 17th. The
operators were Dimitri/N2OW and Andy/RW3AH. Remember to QSL via the QSL
Manager, HB9BOU.
4U1V/OE, AUSTRIA
Lee, K1NT, will be active as OE/K1NT from now until
May 25th, from Salzburg and Vienna, Austria. This is a vacation, so his
operating will be limited. QSL via K1NT. Also, look for Lee to be active
as 4U1VIC on May 23rd, on CW between 1200-1900z from the United Nations
in Vienna, Austria. Emphasis will be placed on the WARC bands.
6W, SENEGAL
Conrad, DF7OL, is active as 6W8CK for the next year. He
was spotted this past week on 15 meters PSK31 around 0900z and 1545z.
His QSL Manager told OPDX to look for Conrad (for now) on 20 and 15
meters CW, PSK31 and RTTY. In November, he will go to Germany for a
visit, but he will return with some other antennas for his new QTH.

AFRICAN ACTIVITY (7P, 3DA0 and C9)
Look for Dave/K4SV and Neil/VA7DX
to activate some African entities during late July and mid-August. Their
expected plans are as follows:
Lesotho - July 29th through August 6th as 7P8DA (Dave) and 7P8NK (Neil)
Swaziland - August 7-11th as 3DA0SV (Dave) and 3DA0WC (Neil)
Mozambique - August 12-17th, their callsigns to be announced later.
Activity will be on 160-10 meters (subject to propagation) with an emphasis
on the lower bands during their evenings. Modes will be CW, SSB, RTTY and
other digital modes. A special effort will be made to work the General
portion of the bands. Their QSL Manager for all activity will be K4YL:

D80, SOUTH KOREA
Look for the "Korea Keymen's Club" radio station,
D80HQ, to be active as D80HQ/3 in the CQ WPX CW Contest (May 29-30th).
Operators will be HL2UOK, DS3DGA and DS5EVU/3. QSL via DS1KVP.
EL, LIBERIA
Pat, EI5IF, has been trying to obtain an EL callsign but
has not managed to contact anyone in Liberia by phone or E-mail. However,
he will be based in Monrovia from June until Nov/Dec and will use
the callsign EL/EI5IF. Pat will try to get on the radio as much as possible,
but this will depend on his work load. He mentions that he is going to
bring a small Alinco DX70TH and hopefully also use their military HF
gear.
HAMCOM 2004
The Lone Star DX Association is proud to announce its 2004
Ham Com DX programs and luncheon speaker for June 18-19th at the Arlington
Convention Center. Luncheon tickets are 30.00 USD, and online registration
is available at the Ham Com website. Tickets will not be mailed out this
year as in the past. All tickets will be available for pickup at the
Arlington Convention Center during Ham-Com. For questions on Ham Com
itself, there is a questions link on the Ham Com Web page. As usual there
will be many door prizes given out at the luncheon and at each program
session. In addition, there will be some special "YL/XYL ONLY" door prize

IOTA NEWS
AS-005. Operators Serge/RA3XR and Nick/UA3YH will be on an expedition
to the Island of Dikson (OBL-TM, RR-06-09) between June 15th
and September 15th. Nick/UA3YH will be there mainly for work
in a scientist program. Look for them to be active as RA3XR/0
and UA3YH/0. Also, they hope to get a special callsign. QSL

AS-117. Kenji,JA4GXS, will be active as JA4GXS/4 from Saba Island (JIIA-AS-117-???, Yamaguchi Prefecture) sometime during June (the date is undecided). This is an uninhabited island. Activity will be on CW and SSB on 21260, 14260, 7055 and 10117 kHz. QSL via JA4GXS, either via the JARL Bureau or direct to: Kenji Sasaki, 2-15 Ishikannon-cho, Yamaguchi, 753-0038 Japan.
EU-115. The East Cork Radio Group, EI7M, will join forces with the Bristol Contest Group for the 2004 IOTA Contest. The team will be active from Bere Island. More details will be available soon. For more information on the IOTA Contest, please visit the Web page at:
EU-031. Operators Tony/IK8UHA, Tony/IK8VRH and Ciro/IW8EZU will be active from from La Nave Rock (IIA NA-035), May 22-23rd. Activity will be on SSB/CW/RTTY/PSK31 only on 40/20/17/6 meters. The team will use the callsign IR8DX/P. QSL via IK8VRH.
EU-034. Vello, ES1QD, will once again be on Muhu Island, May 21-24th. He will use the callsign ES1QD/0 and in the Baltic Contest (May 22-23rd) the callsign ES0QD. Look for him on 30/20/17 meters CW/SSB.
EU-041. Luigi, IZ5FKK, will be active as IM0/IZ5FKK from Maddalena Island (IIA SS-001), July 5-15th. Activity will be on the HF bands as well as 6 and 2 meters. Modes will be SSB, RTTY and PSK31. QSL via his home callsign, direct or via the bureau.
EU-054. Operators IT9EJW, IT9GAC, IT9TPJ and possibly others from the Radio Gruppo Etna Contest Team will be active from Favignana Island, May 29th through June 2nd. The team will also be active as IF9RGE in the CQ WPX CW Contest (May 29-30th) as a Multi-Single entry. QSL via IT9EJW, by the bureau or direct to: P.O. BOX 18, 95028 VALVERDE, ITALY.
OC-071. (UPDATE/NOTICE!) Alan Roocroft, VK4AAR, states, "Just a note to advise IOTA chasers that VK6LI didn't go to Long Island as planned. Instead they opted to land on another island in the same group. This was PASCO ISLAND ... OC-071. I don't think anyone realized this but they worked VK6LI, they got OC-071 just the same. Sorry for the delay in advising you and your readers. QSL route for both VK6LI and VK6AN is VK4AAR: Alan Roocroft, POB 421, Gatton 4343. Australia ... direct only."
IS0, SARDINIA
Look for Franc, S59AA, to be active as IS0/S52A in the
CQ WPX CW Contest (May 29-30th) as a Single-Op/All-Band entry. QSL via
S59AA. Outside of contest, he will operate as IS0/S59AA.
J79, DOMINICA
Leif/SM0FWW and Seth/SM0XBI will be active from here as
J79FWW and J79XBI until May 28th. Activity will be on all bands (depending
on band conditions) CW/SSB. They will also try some PSK. Most of their
activity so far has been on 40/30/20 meters. QSL via the bureau or to

zLIGHTHOUSE ACTIVITY
Mauro, IW1RHG, and 24 other operators will activate
IR1PL from Portofino's Lighthouse (ARHLS ITA-131), from 0000z, June 18th
to 2400z, June 19th. Activity will be on all bands CW/SSB/PSK31/Packet/

LU/Q, ARGENTINA (Rare Province)
Operators LU1DZ, LU6UO and LW2DX will
be airing the "RARE" San Luis Province, May 20-24th. Activity will be
on all bands. They will sign LU1DZ/Q, LU6UO/Q and LW2DX/Q, where the
"Q" stands for San Luis, due to their Communications Authorities. The
operation will be mainly CW, but also SSB will be available.
LX, LUXEMBOURG (Update/Wrap-up)
Ivo, ON6UM, informed OPDX that their
(Frans/ON4LO and Rob/ON6QX) LX operation was a big success. So they
have desided that they will activate LX again later this year. More info
and data will be provide soon. Also, ON6UM, ON4LO and ON6QX will also
soon activate the "Channel ils ALDERNEY". The trio will also plan for
a 2005 DXpedition to ARUBA. There will be more info later this year.
OE/90KK, AUSTRIA (Special Activity)
Peter, OE3EPW, President of the
Austrian Military Radio Society (AMRS), which is part of the OeVSV (their
national HAM radio organization), informs OPDX that from June 1st October
31st, AMRS club stations will use the special appendix "/90KK" to their
usual callsigns. This is in memory of all the former K/K signal soldiers
doing their duty within WWI some 90 years ago. HISTORICAL NOTE: Until 1918,
Austria was a huge Empire ruled by the Habsburgers for more than 600 years.
The Austrian Emperor (Kaiser) was also King (Koenig) of Hungary. His Army
consisted of military personnel from all the different crown-lands and
was called "Kaiserlich/Koenigliche Armee (K/K Army)". That's the reason
for the "KK" in the callsigns. Look for the following stations to be on
the air:
OE1XRC/90KK OE4XRC/90KK OE2XRM/90KK OE5XAM/90KK OE8XRC/90KK - Only from 0000z, OE2XCW/90KK OE5XCL/90KK June 11th to 2400z, OE3XRC/90KK OE7XBH/90KK June 12thThere will be a QSL Manager for all these stations: Robert, OE4RGC. A special QSL will be provided. INTERESTING NOTE: Peter informed OPDX that all their club members are either active or retired military personnel of the Austrian armed forces.
OH0, ALAND ISLAND
Marcus, DL1EKC, plans to be active as OH0EC from
Finstrom on Aland Archipelago, May 25th through June 4th. Operations
will be mainly on CW using 80-10 meters, eventually including some WARC
activity. OH0EC will participate in CQ WPX Contest as Single-Op/Low-Power
entry. QSL via DL1EKC, preferred via the bureau.
OJ0, MARKET REEF
Look for Seppo, OH1VR, to be active as OJ0VR, May
24-27th. Activity will be on all bands (also 6 meters) CW and SSB.

OY, FAROE ISLANDS
Tom/DL2RMC and Heiko/DL1RTL will be active on a holiday
DXpedition as OY/DL1RTL and OY/DL2RMC between August 30th and September
9th. Activity will be on 160-6 meters CW/SSB/RTTY/PSK/SSTV. QSL via their

PACIFIC ACTIVITY (FO, FO/A, FO/M and more!)
OPDX was informed that
Vincent, F5MJV, serving in the French Navy, is expected to leave Europe
for the French Polynesia territories (Tahiti, Marquesas and Australes)
for one year starting on July 1st. He has applied for a new callsign,
possibly "FO5**", which he has asked for and is awaiting to date. While
traveling to the French Polynesia territories, Vincent will be operating
as /MM using a 100 watts into a vertical antenna. Activity will be mainly
CW during his spare time. He will activate some rare and semi-rare IOTAs
during his stops. Other stops are also scheduled in other Pacific Ocean
countries (ZL, 3D, W6, KH6, VK...). During the year, Vincent could give
us some good surprises. Further information will be forthcoming in due
time. QSL Manager is F5NQL (either direct w/SAE+postage or via the French

QSL INFO AND NEWS
Raul, DK3KC, who is the QSL Manager for their local section of the
DARC, reports that DL5NAM is "NOT" the QSL Manager for ST2BSS. In the
past he has received in the past a lot of QSL cards for DL5NAM (for
ST2BSS). All of the QSL cards are being returned to the sender via the
bureau.
Special event station RP9XPO was active to celebrate the 59th anniversary of the Victory in World War II. QSL via RA9XF. Also, RP9X via UA9XW and RP9XPS via RV9XJ.

SPECIAL EVENT
The 5th Annual Museum Ships Radio Special Event will be
sponsored by the USS Salem Radio Club and will take place beginning at
1330z, on July the 21st and ending 1900z on July the 22nd. Work six of
the ships during the special event and receive an attractive certificate.

SV9, CRETE
Ben, OZ5AAH, will be active as SV9/OZ5IPA from another new
country for the "Police Awards", May 26th to June 3rd. Activity will

VP8, SOUTH GEORGIA ISLAND
The "425 DX News" states that Mike Gloistein,
GM0HCQ (VP8CMH/mm), is reporting amateur radio operator Alex Cottle (home
callsign not provided) is currently wintering at the British Antarctic
Survey base, Jordan Cove, on Bird Island. He was expected to be active
after May 12th, but no QSNs have been reported yet. Alex operates SSB
only, and it was mentioned that he has little experience of amateur radio
operations and no experience at all of pile-ups. So, please go easy on
him. Alex is likely to operate after 1800z, presumably starting on 20

YO, ROMANIA
Jean Michel, F6AJA, informs OPDX that he will once again
be active as YO/F6AJA from Romania between May 24-30th. He will be
active from YO8FZ's QTH in Suceava during his free time.
ZC4, UK SOV. BASE AREAS ON CYPRUS
Andy, G3AB, will be active from the
Eastern Sovereign Base Area of Cyprus during the CQ WPX CW Contest (May
29-30th) signing ZC4/G3AB. QSL via G3AB.
ZL7 OPERATION POSTPONED
Chris, ZL1CT (GM3WOJ), states, "Sorry to say
that our ZL7V DXpedition is postponed - completely bogged-down in
paperwork trying to secure the callsign at the moment." They hope to
proceed maybe by Easter 2005, but it looks as if they might actually
be able to activate ZL8 before then with an international team. Chris
will keep us fully informed.
