DXCC YEARBOOK. Many have been reporting receiving their yearbook in
the mail this past week. Your editor received his last Friday.
VU4 QSL PRESS RELEASE
Bill Moore, NC1L, ARRL DXCC Manager, sent out
the following press release last week:
If you received a QSL card complete with all data (time, date, band, mode and callsign), there is no problem. If you have a QSL card with less than complete data (callsign only, missing time/date, etc.) we will need to see the card at HQ. This is usual procedure. Blank cards and cards missing information are always subject to inspection at HQ. Do not add the missing information. As always we strive to maintain the highest integrity possible in the DXCC program.
Ms. Prasad has graciously agreed to supply additional log information where necessary. If you have only an incomplete card, do not alter the card by filling in the missing information. Simply send us the card, and we will try to obtain the fill. If you expect a direct QSL, it would be easier on everyone involved if you would wait for the direct card.

KP1-5 PROJECT UPDATE. A press release by KP1-5 Project Committee was sent out stating the following: Contact: Brad Farrell K4RT (202) 623-5713 www.kp1-5.com www.fairaccess.us WASHINGTON, D.C. -- Two Amateur Radio operators testified on Capitol Hill May 26 during an oversight hearing conducted by the House Subcommittee on Fisheries, Conservation, Wildlife and Oceans on the issue of access to the nation’s wildlife refuges. The Amateur Radio operators advocated the reopening of Navassa (KP1 / IOTA NA-098) and Desecheo Island (KP5 / IOTA NA-095) to Amateur Radio use. Navassa and Desecheo islands, which represent two DXCC entities, two IOTA entities, and two contest multipliers, are national wildlife refuges managed by the U.S. Fish and Wildlife Service (FWS), have been closed to Amateur Radio and other lawful use for ten years despite many previous successful operations from these islands by hamradio operators. Unfortunately, the agency’s own records demonstrate that it turns a blind eye to unauthorized and illegal use of these refuges now that they are closed to the public. During testimony, well known Dxpeditioner Bob Allphin K4UEE, who has operated from a number of island DXCC entities that were then or are now national wildlife refuges emphasized the positive working relationships hams have developed with FWS personnel who manage the refuges in the Pacific Ocean. Allphin warned, however, that the FWS was rapidly closing the island refuges he had operated from, including Kingman Reef. “Not unexpectedly, this island, too, is now closed to the public,” Allphin said as he held up a print-out of the FWS web page for Kingman which stated that the refuge was closed. Allphin has also operated from Heard Island, South Sandwich and South Georgia. He testified “Other nations cooperate with U. S. amateur radio operators and allow access to their pristine, sensitive and important areas around the world, why is it that in the Caribbean region of the FWS we are continuously denied access to Desecheo and Navassa Island refuges?” Brad Farrell K4RT, who recently appealed the FWS’s denial of his request for special use permits for Amateur Radio on Navassa and Desecheo has obtained over a thousand pages of internal FWS documents and testified that the FWS decision to close Navassa and Desecheo are contradicted by the agency’s own internal reports. “The agency claims that Desecheo is dangerous because of unexploded bombs from the island’s bomb range days 60 years ago, and because of illegal aliens and drug smugglers,” Farrell said. “Yet, the agency fails to disclose to Amateur Radio operators or their Congressmen who inquire on their behalf that a government demolitions team in 2002 detonated bombs it characterized 2 The KP1-5 Project as ‘innocuous scrap’ or that no one has ever been threatened or harmed on Desecheo by anyone.” Farrell showed numerous images of FWS documents on overhead monitors in the hearing room during his testimony. “The Fish and Wildlife Service also fails to disclose that it considers Navassa’s ecology pristine or that the island serves as a campground for Haitian fishermen with the full knowledge of Fish and Wildlife personnel,” Farrell said. “Yet, Americans who seek to enter these refuges lawfully under stringent guidelines are banned from these islands.” The nation’s wildlife refuges are governed by the National Wildlife Refuge System Improvement Act of 1997 (16 U.S.C. §668dd et seq.) (NWRSIA). The statute requires that the Fish and Wildlife Service determine whether a particular use of refuge be the product of “sound professional judgment” and that the agency may bar use of a refuge if it materially interferes with the agency’s mission in the refuge or on the basis of safety factors. The statute also identifies six “priority” uses of refuges, i.e. hunting, fishing, wildlife observation and photography, and environmental education and interpretation However, Subcommittee chairman Wayne Gilchrest (R.-Md.) has stated that despite the six priority activities established under the 1997 statute, they are “not exclusive, wildlife dependent recreational uses.” Farrell added that the legislative history of the 1997 law, e.g. the remarks made by Congressmen during floor debate and in committee meetings clearly demonstrates that the six wildlife recreational uses mentioned in the statute are not exclusive. “This bill neither mandates nor prohibits such nonwildlife-dependent activities such as grazing, jet skiing, or oil and gas development,” Farrell said, quoting the remarks of Congressman Don Young of Alaska, the House sponsor of the statute, made in 1997. During National Wildlife Refuge System director William Hartwig’s testimony he did not deny that Navassa was a campground for fishermen or that his agency had misrepresented the truth to Amateur Radio operators or Congressmen. Hartwig did testify that unexploded bombs were still present on Desecheo and therefore dangerous. “Until the Department of Defense cleans up Desecheo,” Hartwig said “the island should remain closed to the public.” Hartwig did not explain why the Fish and Wildlife Service allowed Amateur Radio operators to go to Desecheo for many years and then abruptly ended access in 1993. “Were more bombs dropped?” asked Farrell rhetorically; “I don’t think so.” Allphin and Farrell are both volunteers with the KP1-5 Project and spoke on behalf of the KP1-5 Project’s parent organization Fair Access to Island Refuges, (F.A.I.R.). These volunteers are attempting to change the situation through legislation in Congress, H.R. 1183, and federal court review of the FWS’s denial of applications for permits for Amateur Radio use of the Navassa and Desecheo refuges.
